• Expands acceptable forms of disabled parking authorization to include disability stickers from the Department of Veterans Affairs and federal military bases, and out-of-state disabled placards and license plates, in addition to Oklahoma-issued placards and plates.

• Changes municipalities and political subdivisions from "may" to "shall" extend special parking privileges to physically disabled persons displaying authorized placards or plates.

• Increases penalties for unlawful disabled parking from $150-$250 to $500 per violation, with 80% of fines going to municipalities and 20% dedicated to a Department of Public Safety database to verify disabled parking permits.

• Requires municipalities to follow current Americans with Disabilities Act Accessibility Guidelines (ADAAG) when designing or redesigning disabled parking spaces.

• Directs Department of Public Safety to develop a 24-hour database to verify disabled parking permits and identifies civilian volunteer disabled parking violation units authorized to report violations on both public and private property where the public is invited.
