Amends 47 O.S. 2001, Section 6-111 regarding the issuance of driver licenses and identification cards by the Department of Public Safety.

Prohibits the Department of Public Safety from embedding, affixing, adhering, or assigning any radio frequency identification (RFID) tags or RFID ink to driver licenses or identification cards.

Defines "radio frequency identification" as a data collection technology system using electromagnetic or electrostatic coupling in the radio frequency portion of the electromagnetic spectrum to transmit signals containing unique identification or location information.

Declares an emergency, making the act effective immediately upon passage and approval.
