Declares evidence regarding free speech assemblies or religious belief displays inadmissible as substantive evidence in court unless directly connected to planning, conspiring, or committing acts of violence.

Amends the Oklahoma Funeral Picketing Act to clarify that "picketing" is measured from the property line (not just the premises) of cemeteries, mortuaries, churches, or other funeral service locations.

Prohibits picketing within 500 feet of funeral service locations during the period from one hour before scheduled commencement until one hour after actual completion of services.

Establishes misdemeanor penalties of up to $500 fine and/or 30 days jail time for violations; allows district courts to enjoin prohibited conduct and award damages including punitive damages and attorney fees.

Effective date: November 1, 2010.
