Amends 19 O.S. Section 339 to add two new powers to county commissioners: the ability to enter into the National Association of Counties (NACo) Prescription Drug Discount Program and to clear waterways of debris as needed for public safety.

Clarifies that county commissioners can clear waterways and conduct such work to maintain public safety within their jurisdictional duties.

Makes the provisions of the NACo Prescription Drug Discount Program available to counties as an option for managing prescription drug costs for county employees and operations.

Becomes effective November 1, 2010.
