Amends 70 O.S. 2001, Section 5-135.2 to limit State Department of Education changes to Oklahoma Cost Accounting System reporting codes and procedures to no more than once per year.

Requires the State Department of Education to notify school districts of any changes by February 1 each year, with school districts able to provide input through March 31, and final codes distributed by May 1 for July 1 implementation.

Exempts the addition of source and project codes to track new revenue sources from the annual change deadline restrictions.

Deletes obsolete language regarding the 1991-92 and 1992-93 school year implementation requirements.

Becomes effective July 1, 2010, with an emergency clause declaring the act takes effect immediately upon passage and approval.
