Changes the state employees benefit plan year from calendar year to fiscal year, effective October 1, 2011.

Modifies enrollment period deadlines so they end no later than 30 days before the beginning of the plan year.

Maintains existing requirements that all participants purchase at least a basic health plan unless they have federal military health coverage.

Becomes effective November 1, 2010.
