Creates the Oklahoma School Testing Program Review Task Force that expires on November 1, 2010, to conduct a comprehensive review of the state's student testing system.

Task Force shall study criterion-referenced tests, end-of-instruction exams, mastery requirements for high school graduation, alternative assessments, federal versus state assessment requirements, and coordination of testing dates with extracurricular activities.

Task Force consists of 10 members including legislative leaders and appointed educators from the House, Senate, State Department of Education, Career and Technology Education, Higher Education, and three appointees with teaching or curriculum development experience.

Members receive no compensation but are reimbursed for travel expenses; the Speaker selects the chair and President Pro Tempore selects the vice-chair from legislative members.

Task Force must submit findings and recommendations to the Governor, President Pro Tempore, and Speaker by December 1, 2010; the bill takes effect immediately upon passage.
