Adds definition of "best value" to Oklahoma's Public Competitive Bidding Act, which includes evaluation of price, past performance, project management, technical approach, schedule/budget delivery, risk minimization, and other factors beyond lowest price alone.

Modifies contract award requirements to allow awarding to "lowest responsible or best value bidder" for public construction contracts exceeding $50,000, instead of only lowest bidder.

Allows best value evaluation for public school district contracts less than $25,000 (negotiated with qualified contractor) and $25,000-$50,000 (written bids).

Requires that any best value contract award must follow procedures in Section 117 when awarding to other than the lowest price bidder, and mandates evaluation criteria be established in advance and stated in bid documents.

Effective date: November 1, 2010.
