Amends 11 O.S. Section 34-101 to remove the population-based distinction for reserve municipal police officer service hours, establishing a uniform limit of 140 hours per calendar month for all cities regardless of size.

Eliminates the previous two-tiered system that required reserve officers in cities under 200,000 population to work no more than 110 hours per month while those in larger cities could work up to 140 hours.

Amends 19 O.S. Section 547 to apply the same uniform 140-hour monthly limit to reserve force deputy sheriffs, removing the prior population-based calculation that varied between counties.

Requires reserve officers and deputies to complete a 160-hour basic police course before being paid, and allows sheriffs to require accompanied duty until training is completed.

Becomes effective November 1, 2010.
