Amends 68 O.S. 2001, Section 1623 to allow fireworks sales year-round by licensed manufacturers, distributors, and wholesalers (previously prohibited before January 1 and after December 31).

Licensed retailers may only sell fireworks during two periods: June 15 through July 6 and December 15 through January 2 of each calendar year.

Establishes safety requirements for fireworks storage and sales areas, including conspicuous "FIREWORKS - NO SMOKING" signage and protection of fireworks from public handling.

Prohibits self-serve displays and mail-order sales; requires a sales clerk on duty at retail locations and restricts sales to properly licensed locations within Oklahoma.

Effective date: November 1, 2010.
