Authorizes the Will Rogers Memorial Commission to transfer duplicate museum collection objects or objects outside its scope to other state agencies or nonprofit museums, excluding individuals and commercial entities.

Authorizes the J.M. Davis Memorial Commission to transfer duplicate museum collection objects or objects outside its scope to other state agencies or nonprofit museums, excluding individuals and commercial entities.

Exempts both commissions from the Oklahoma Surplus Property Act for disposing of museum collection surplus property and authorizes destruction of deteriorated or valueless items.

Prohibits current and former members, employees, families, and volunteers of both commissions from obtaining transferred surplus property in person or by proxy; additionally prohibits Friends of the J.M. Davis Museum Inc. members from obtaining such property.

Prohibits the J.M. Davis Memorial Commission from transferring or disposing of property that is leased to, loaned to, or held in temporary custody by the Commission.
