Requires all active full-time peace officers certified by CLEET to complete minimum 25 hours of annual continuing law enforcement training, including 2 hours on mental health issues and 4 hours on legal issues.

Establishes new requirement that active part-time reserve peace officers obtain minimum 8 hours of annual continuing law enforcement training (including 2 hours mental health and 4 hours legal) beginning January 1, 2011.

Exempts inactive full-time peace officers from training requirements during inactive status; officers inactive 5+ years must complete 100 hours of refresher training upon re-entry within one year.

Mandates that peace officers failing to meet annual training requirements face certification suspension after written notice and reasonable time to comply; suspension reported to district attorney, insurance company, and employer.

Effective date: November 1, 2010.
