Requires all couples obtaining marriage licenses to complete at least two (2) hours of approved premarital counseling before marriage application, effective November 1, 2010.

Introduces covenant marriages as a distinct marital option requiring eight (8) hours of premarital counseling; couples completing eight hours receive a $45 fee reduction on marriage licenses, while those completing only 2-8 hours pay standard $50 fee.

Eliminates common law marriage recognition in Oklahoma effective November 1, 2010, while grandfathering in common law marriages already recognized by courts prior to that date.

Restricts divorce grounds for covenant marriages to: adultery, physical/psychological abuse, one-year abandonment, six-months separation with written notice, or fraud; divorce proceedings with children must be held in camera (closed court).

Makes family court educational programs mandatory (changed from discretionary) in divorce, custody, and guardianship cases involving children under eighteen years old.
