Modifies 11 O.S. Section 36-113 to allow county commissioners to construct, improve, repair, or maintain municipal streets through agreements with municipalities of various population sizes without population-based restrictions.

Removes population limits for counties to use county-owned equipment, labor, and supplies for municipal street work in municipalities and states, replacing restrictions with an agreement-based system per Section 36-113.

Adds requirement that municipal road mileage constructed by counties shall not be included in state tax revenue apportionment computations to the county.

Amends 69 O.S. Section 603 to authorize county commissioners to contract for municipal street work if the county and municipality have entered into an agreement under Section 36-113.

Declares an emergency effective date for the legislation.
