Modifies prejudgment interest provisions for civil cases filed in district courts, changing the applicable date from January 1, 2010 to November 1, 2009.

Applies to actions where verdicts for personal injury damages are awarded; prejudgment interest accrues starting 24 months after the suit is commenced.

Interest rates are based on prime rate plus 2% for postjudgment interest and average U.S. Treasury Bill rates for prejudgment interest, adjusted annually by calendar year.

Interest calculations are performed separately for each calendar year a judgment remains unpaid, with rates certified by the Administrative Director of the Courts.

Declares the measure an emergency act, indicating immediate implementation was necessary.
