Amends the Orthotics and Prosthetics Practice Act to establish standard and alternative qualification requirements for licensing prosthetists and orthotists in Oklahoma.

Standard qualifications require certification by Board for Orthotist/Prosthetist Certification (BOC) or American Board for Certification in Orthotics, Prosthetics & Pedorthics (ABC), or completion of a baccalaureate degree, accredited education program, clinical residency, and demonstration of internationally accepted care standards.

Alternative qualification pathway available until October 31, 2004 requires passing an examination and executing a contract with the State Board of Medical Licensure and Supervision specifying further experience or requirements not to exceed 10 years.

Allows practitioners with three years of full-time experience as of the effective date and a high school diploma to file for licensure within 90 days without examination; Board must verify work history within six months.

Authorizes Board Secretary to issue temporary licenses for up to two years to graduates who completed residency but have not yet passed the licensure examination; effective November 1, 2010.
