Creates the Eastern Red Cedar Initiative Act of 2010 and establishes the Eastern Red Cedar Registry Board under the State Board of Agriculture to promote harvesting, marketing, and research of Eastern Red Cedar trees.

Establishes the Eastern Red Cedar Registry allowing private landowners to register property with cedar tree information and harvesters to register their operations, with a citizens' auxiliary group of up to 16 members providing support.

Creates the Eastern Red Cedar Revolving Fund to be funded through state income tax checkoff designations, special license plate fees ($23 of the $35 fee), appropriations, and donations for purposes of the Registry Board Act.

Authorizes state agencies to provide Eastern Red Cedar trees from state-owned land to registered harvesters and directs the Purchasing Division to give preference to wood products made from Oklahoma-harvested trees if prices are comparable.

Amends the Oklahoma Bioenergy Center Act to include fuels derived from cedar tree residue and products, and declares legislative intent to promote cedar tree wood products and residue as renewable energy sources.
