Amends 52 O.S. 2001, Section 570.10 to allow payment of royalty proceeds from oil and gas production by electronic means including electronic funds transfer, ACH, direct deposit, and wire transfer upon mutual written consent of payor and payee.

Modifies 52 O.S. 2001, Section 570.12 to permit information required with payment to interest owners to be provided by electronic means such as email or accessible website/database upon mutual written consent of the information provider and owner.

Maintains existing payment timelines and interest obligations for delayed payments regardless of payment method used.

Declares an emergency, making the act effective immediately upon passage and approval.
