Amends the definition of "resident" for Oklahoma game and fish licensing to allow active-duty military personnel stationed at Oklahoma military installations to qualify as residents with proper military assignment documentation, as well as their spouses and dependents living in the same household.

Permits military personnel who were Oklahoma residents before entering service to retain resident hunting and fishing license status while on active duty, provided they maintain Oklahoma as their official state of residence on military documentation.

Removes the exemption that previously allowed Oklahoma citizens serving in the Armed Forces on authorized leave outside the state to fish without a license; affected military personnel must now purchase appropriate licenses.

Removes similar exemption from hunting license requirements for citizens in the Armed Forces on leave outside the state; renumbers subsequent exemption categories accordingly.

Declares an emergency effective date for immediate implementation of these changes to licensing requirements.
