Modifies the Local Development Act to allow increments (tax revenues) to be apportioned for project costs "regardless of taxable location or recipient local public taxing entity"

Permits districts created by agreement between cities, towns, or counties to be non-contiguous by removing the "contiguous" requirement

Allows governing bodies to defer determination of the district creation date for up to 10 years after approval of the project plan

Expands the exemption from competitive bidding requirements under the Public Competitive Bidding Act to apply to any "public entity" (rather than just "public trust") operating under the Local Industrial Development Act or Local Development Act, where public improvement costs do not exceed 25% of total estimated public and private investment in the related increment district
