Authorizes any federally recognized Indian tribe, band, or nation in Oklahoma to assume management and control of state agency Indian housing authorities created for their benefit, including all assets and liabilities

Requires tribes assuming control to continue operating a housing program and enter into local cooperative agreements for payments in lieu of taxes (not exceeding amounts authorized under the Native American Housing Assistance and Self-Determination Act)

Transfers ownership automatically upon filing a resolution or ordinance with the Secretary of State, Attorney General, and relevant county clerk offices, with no further state action required

Declares transferred property exempt from ad valorem taxes as long as the tribe continues making in-lieu-of-tax payments, recognizing the property as used for charitable and essential public/governmental purposes

Contains an emergency clause for immediate effect upon passage and approval
