Amends Oklahoma juvenile justice law (10A O.S. Section 2-7-604) governing the use of physical force in juvenile facilities operated by or contracted with the Office of Juvenile Affairs

Authorizes the use of chemical agents and electroshock weapons (such as Tasers) in secure juvenile facilities, subject to rules established by the Office of Juvenile Affairs

Requires that use of chemical agents and electroshock weapons be minimal and prohibited except as specifically permitted under OJA rules

Maintains existing restrictions on physical force, limiting it to self-protection, separating fighting juveniles, restraining those who may harm themselves or others, and restraining escapees

Effective date of November 1, 2010
