HB 2731 Summary

• Creates the "Any Willing Institute Task Force" comprising 11 members including the Insurance Commissioner, hospital administrators, legislators, physicians, and insurance industry representatives to study feasibility of an "Any Willing Institute" program.

• Task Force shall conduct organizational meeting by September 30, 2010, and study the cost, obstacles, integration opportunities, and statewide implementation of a program allowing any medical institution to be compensated by insurers for services regardless of contractual relationship, if the institution complies with insurer policy requirements.

• Requires final report with findings and recommendations to the Governor and legislative leaders by April 30, 2012, with the Task Force terminating on May 1, 2012.

• Members shall receive travel reimbursement according to applicable law; Task Force is exempt from Oklahoma Open Meeting Act and Oklahoma Open Records Act but must provide 7 days' notice of meetings posted on legislative websites.

• Bill declared emergency measure, taking effect immediately upon passage and approval.
