Establishes a statewide centralized hotline for reporting child abuse or neglect to the Department of Human Services, with required training for hotline workers and tracking of call data.

Creates "custody by abandonment" procedures allowing qualified relatives (grandparents, siblings, aunts, uncles, etc.) to obtain custody of abandoned minors without full guardianship proceedings, provided the child has been in their care and the parent cannot be contacted or refuses to regain custody.

Requires court review of child placements within one year and allows courts to close guardianship cases with conditions for the child's care, treatment, education, and welfare remaining in effect.

Specifies that custody by abandonment is effective upon taking an oath and that minors under 24 months abandoned for 6+ months, or over 24 months abandoned for 12 of 14 months, cannot be reclaimed without court order.

Establishes a $50 filing fee for relative guardianship cases and exempts custody by abandonment actions from mandatory reporting requirements to the Department of Human Services.
