Amends Oklahoma teacher preparation system laws to replace the requirement for annual public forums with an annual reporting requirement to the Oklahoma Commission for Teacher Preparation regarding procedures used to inform the public about teacher education programs and how public input is solicited and received.

Allows teachers certified in elementary education prior to July 1, 2010, to become certified in early childhood education upon passing the appropriate subject area examination by July 1, 2012, and vice versa.

Allows teachers certified in early childhood or elementary education, or alternatively certified through the Troops to Teachers program prior to July 1, 2010, to become certified in special education upon passing the appropriate subject area examination by July 1, 2012.

Modifies faculty professional development requirements by establishing a system for documenting and reporting annual professional development activities rather than requiring specific committee structures and plans.

Becomes effective July 1, 2010, with emergency clause declaring immediate effect upon passage and approval.
