Expands charter school sponsorship eligibility to include school districts with school improvement list status (those failing to meet academic standards under federal law) and technology center school districts serving such districts.

Adds State Board of Education as a charter school sponsor limited to one school serving youth in custody or supervision of the Office of Juvenile Affairs between July 1, 2010 and July 1, 2016.

Removes the limitation on establishing no more than three new charter schools per fiscal year in counties with population exceeding 500,000.

Requires newly created charter schools to give enrollment preference to students attending school improvement list schools within the district and limits admission for State Board-sponsored schools to youth in Office of Juvenile Affairs custody.

Clarifies funding distribution to charter schools, limiting administrative service fees to 5% of State Aid allocation only (not other appropriated amounts) and designating charter schools as local education agencies for federal funding purposes.
