Creates the "Driver License Security Act" to enhance security measures for driver licenses and identification cards in Oklahoma.

Authorizes the Department of Public Safety to cancel or deny driving privileges for individuals not entitled to a license or who provided false/incorrect application information.

Revokes driving privileges for 90 days (first offense) or 9 months (subsequent offenses) for individuals who used fraudulent information or committed related offenses related to driver license fraud.

Requires individuals with revoked privileges to obtain release from the Driver License Fraud Unit before license reinstatement consideration.

Declares an emergency, making the act effective immediately upon passage and approval.
