Renames the Oklahoma 2-1-1 Advisory Collaborative to the "2-1-1 Oklahoma Coordinating Council"

Establishes the Council's nine core responsibilities including developing statewide coordination for 2-1-1 services, maintaining certification standards, ensuring accountability, and providing emergency leadership

Requires current 2-1-1 Advisory Collaborative members to develop bylaws by February 1, 2011 that establish membership selection, terms of office, and maintain equitable state agency-to-private sector representation

Effective date of November 1, 2010
