Establishes a teacher performance pay pilot program where school districts can develop and submit performance pay plans for State Board of Education approval.

Eligible plans must include measures for student academic growth, teacher professional development, and evaluation tools; require involvement of at least four classroom teachers and public input.

State Board will award up to six grants by April 2011 (contingent on funding) for three-year implementation, distributed by school district size with minimum performance payments of $1,000 per year to participating teachers.

State Board must conduct comprehensive evaluation of program impact on student achievement, attendance, completion rates, teacher retention, and satisfaction, with preliminary report due December 2013 and final report to Legislature by December 2014.

Directs State Board to adopt necessary rules for implementing the teacher performance pay pilot program.
