Amends Section 2510.1 of Title 12 to define "crime stoppers organization" as a private nonprofit organization certified by the Oklahoma Crime Stoppers Association that accepts donations for rewards and forwards information to law enforcement.

Establishes "privileged communication" protection for anonymous reports to certified crime stoppers organizations, making such communications inadmissible in court proceedings except upon defendant motion showing evidence exculpatory to the defendant.

Adds definition of "certified" to mean crime stoppers organizations meeting annual certification standards established by the Oklahoma Crime Stoppers Association consistent with state law.

Amends Title 22, Section 991a regarding sentencing powers to replace references to "certified local crimestoppers program" with "certified crime stoppers" using consistent terminology and clarifies court and definition terms.

Amends Title 22, Section 1517 to require OSBI to assist the Oklahoma Crime Stoppers Association and amends Title 74, Section 18b to remove the Attorney General's duty to certify local crimestoppers programs, transferring that authority to the Oklahoma Crime Stoppers Association; effective November 1, 2010.
