Increases nonresident annual fishing license fee from $41.00 to $54.00 and five-day nonresident permit fee from $22.50 to $34.00.

Requires $5.00 from each nonresident license fee and $5.00 from each five-day nonresident permit fee to be deposited in the Oklahoma Wildlife Land Stamp Fund.

Clarifies that $5.00 from resident fishing licenses and two-day resident permits shall be deposited in the Oklahoma Wildlife Land Stamp Fund.

Eliminates separate trout license requirements by requiring only a valid Oklahoma fishing license (issued pursuant to Section 4-110) to fish in designated trout waters.

Repeals penalties, substitute license fees, and specific fee requirements previously associated with trout fishing licenses.
