Amends 29 O.S. 2001, Section 5-203 to clarify language regarding hunting dog trainers carrying firearms while training bird dogs; deletes obsolete penalty language and modifies notification requirements to game wardens.

Increases penalties for violations of Sections 5-411 and 5-412 from $500-$1,000 to $750-$1,250, and authorizes courts to order suspension, revocation, or denial of hunting and fishing privileges for up to 10 years with a reinstatement fee of $200 for residents and $500 for nonresidents.

Modifies seizure and forfeiture provisions to apply to violations of Section 5-411 or 5-412 when items are used as aids in the violation.

Amends 29 O.S. 2001, Section 7-207 to establish restitution ranges of $100-$5,000 for protected species violations and $10-$5,000 for other species, with the Department of Wildlife Conservation providing cost recommendations that courts must consider along with prior conviction history.

Repeals 29 O.S. Supp. 2009, Section 1002 relating to habitual wildlife violators and declares the measure an emergency effective upon passage.
