Renames the "Blue River Conservation Passport" to the "Wildlife Conservation Passport" and expands its requirement beyond the Blue River Public Fishing and Hunting Area to any Commission-owned land designated as requiring a Passport.

Authorizes the Wildlife Conservation Commission to designate which lands owned by the Commission require the Passport for entry or use.

Sets the annual Passport fee at not more than One Dollar ($1.00) above the cost of an annual resident hunting or fishing license.

Exempts from Passport requirements persons holding valid Oklahoma annual or combination fishing/hunting licenses, lifetime licenses, senior citizen lifetime licenses, disability licenses, Oklahoma residents under 18 years old, and students/instructors in approved educational activities.

Requires sponsors of educational activities to provide the Department of Wildlife Conservation with at least 20 days' advance notice including the activity date and number of participants for approval.
