Designates the portion of State Highway 177 from White Eagle Road extending south to Eagles Nest Road as the "Tribal Elder Parrish Williams Memorial Highway" with permanent markers to be placed by the Department of Transportation.

Designates the portion of U.S. Highway 77 from the junction with South Avenue in Ponca City extending south to the junction with East Harding Road as the "Dr. Martin Luther King, Jr. Memorial Parkway" with permanent markers to be placed by the Department of Transportation.

Designates the bridge on State Highway 3E approximately 1.5 miles south of Bowlegs as the "Marcus Eugene Mills Memorial Bridge" with permanent markers to be placed by the Department of Transportation.

Codifies these designations as new sections of Title 69 of the Oklahoma Statutes (Sections 1698.74, 1698.75, and 1698.76).

Becomes effective November 1, 2010.
