Amends 47 O.S. 2001, Section 15-112 to authorize issuance of temporary parking placards for physically disabled persons in addition to permanent five-year placards.

Allows physicians, physician assistants, and advanced registered nurse practitioners to certify applicants for temporary placards with expiration dates not to exceed six months from issuance.

Defines physical disability to include eight specific conditions: inability to walk 200 feet without rest, need for mobility assistance devices, severe respiratory restrictions, portable oxygen use, American Heart Association Class III or IV functional limitations, severe walking limitations from arthritis or orthopedic conditions or pregnancy complications, legal blindness, or missing one or more limbs.

Authorizes temporary placards for pregnant women whose condition meets one or more of the defined physical disability categories, as determined by a qualified healthcare provider.

Declares an emergency effective upon passage and approval.
