ENGR. H. B. NO. 2910 Summary

• Amends 74 O.S. 2001, Section 85.17A to modify bidding preferences for state agencies procuring goods and services.

• Requires state agencies to give preference to goods and services manufactured or produced in Oklahoma when price, fitness, availability, and quality are otherwise equal.

• Directs state agencies to prefer goods and services from other states over foreign goods or services when Oklahoma-produced goods/services are not available at equivalent terms.

• Implements reciprocal bidding by adding a percent increase to bids from nonresident bidders equal to the preference their home state gives to their own bidders.

• Takes effect July 1, 2010, with emergency clause declaring immediate necessity for preservation of public peace, health, and safety.
