Amends Oklahoma motor vehicle license plate laws to create and authorize 44 new specialty license plate designs, including United States Air Force Academy Alumni, Operation Enduring Freedom Veteran, Oklahoma Blood Institute, Zeta Phi Beta and Phi Beta Sigma, Star Spencer High School, Northeast High School, Central High School, Historic Greenwood District, Oklahoma Rifle Association, and Oklahoma City Thunder plates.

Establishes three new revolving funds: Buffalo Soldier License Plate Revolving Fund ($20 per plate to Oklahoma Department of Veterans Affairs for grants to nonprofits honoring African-American 9th and 10th Cavalry members), Prevent Blindness Oklahoma License Plate Revolving Fund ($20 per plate to State Department of Health for vision screenings), and Oklahoma Friends of the Capitol License Plate Revolving Fund ($20 per plate to Department of Central Services for Capitol restoration).

Sets special license plate fees at $15 for organizational/cause-related plates (with $8 to Tax Commission and $7 apportioned per statute) and $35 for cause-related plates providing financial assistance (with $20 to designated fund, $8 to Tax Commission, and remainder apportioned per statute).

Requires Tax Commission to develop systems for motor license agents to accept specialty plate applications and maintain staggered renewal procedures; discontinues plates if fewer than 100 are issued within prescribed timeframes.

Takes effect November 1, 2010.
