Exempts teachers from completing professional development points for fiscal years ending June 30, 2011 and June 30, 2012, though teachers may voluntarily complete some or all points if desired.

Allows teachers who do not complete required points during the two exempted fiscal years to have their total lifetime professional development requirements reduced by the number of points not completed.

Expands the definition of "equipment" that school districts may finance through bonds to include library books, textbooks, computer software, electronic media content, perpetual software licenses, web-based subscriptions (up to 5 years), telecommunications devices, and maintenance/service contracts.

Maintains existing requirements for district professional development committees to include classroom teachers, administrators, parents, and higher education faculty, with classroom teachers comprising the majority.

Takes effect July 1, 2010, with an emergency declaration allowing the act to take effect immediately upon passage and approval.
