Creates the Oklahoma Advisory Council on Indian Education to continue until July 1, 2014, with 18 members appointed by the Governor, President Pro Tempore of the Senate, Speaker of the House, and Chancellor of Higher Education

Council membership includes representatives from Indian tribes, tribal education departments, Oklahoma Council on Indian Education, teacher organizations, school superintendents, tribal colleges, and state education agencies

Requires the Council to make recommendations to the State Board of Education on matters affecting Native American students, promote educational opportunities, and monitor how the public education system impacts Native American students

Mandates quarterly meetings and an annual report to the State Board of Education evaluating the effectiveness of public education in meeting the needs of Native American students

Effective date of July 1, 2010, with appointments required by September 1, 2010; members receive travel reimbursement but no compensation and are exempt from dual-office-holding prohibitions
