Amends 47 O.S. 2001, Section 954A to allow property owners or their authorized agents to request licensed wreckers or towing services to remove abandoned vehicles after 48 hours or vehicles left without permission.

Permits property owners to request towing services from adjacent counties if local licensed wreckers cannot perform removal in a reasonable timeframe, with notation required on the Tow Request and Authorization Form.

Requires Department of Public Safety to design a quadruplicate Tow Request and Authorization Form containing vehicle description, wrecker service information, property owner details, personal property inventory, and signatures of both parties.

Protects driver license numbers and state-issued identification card numbers from disclosure by the Department without court order or written consent from the property owner, legal possessor, or authorized agent.

Establishes timeline requiring wreckers to request vehicle ownership information from Oklahoma Tax Commission within 3 business days and notify owners and lienholders within 7 days by certified mail; effective November 1, 2010.
