Amends child abuse statutes to increase penalties for sexual abuse and exploitation of children, including raising maximum fines from $5,000 to $20,000 for child sexual abuse and exploitation offenses.

Establishes mandatory minimum sentence of 25 years to life or life without parole for sexual abuse of children under 12 years of age, and adds new provisions for rape of children 6 years or younger with enhanced penalties including death or life without parole.

Expands execution witness provisions to allow immediate family members of deceased victims, surviving victims, lead law enforcement officials, and other approved personnel to witness executions by direct viewing or closed-circuit television.

Modifies Sex Offenders Registration Act to add penalties of up to 20 years imprisonment (increased from 5 years) for violations of registration requirements, and creates separate felony penalty for GPS monitoring non-compliance.

Adds provision prohibiting use of homelessness as a defense for failure to register as a sex offender when unable to provide an address.
