Amends 11 O.S. 2001, Section 34-104 to modify procedures for chiefs of police to dispose of unclaimed personal property and money held in their custody.

Changes notice requirements from certified mail to first-class mail for property owners regarding hearings on disposition of unclaimed property valued over $100.

Allows disposition of unclaimed property through donation to nonprofits (for items under $500), public sale, transfer to third-party agents for online sales, or destruction as determined by the court.

Requires chiefs of police to file applications in district court and conduct hearings (at least 10 days but not more than 20 days after filing) to obtain court authorization before disposing of unclaimed property.

Becomes effective November 1, 2010.
