Amends 19 O.S. 2001, Section 1238 to require notice of road improvement bids include the manner of payment to the contractor (money, bonds, or combination thereof).

Amends 19 O.S. 2001, Section 1248 to update terminology from "he" to "the clerk" regarding county clerk duties in maintaining road assessment records.

Amends 19 O.S. 2001, Section 1250 to increase penalty interest rate from 12% to 15% per annum on unpaid assessments and adds requirement for county clerk to send notice by mail to record title holders at least 30 days before installment maturity; provides that failure to receive notice does not invalidate assessment proceedings.

Amends 19 O.S. 2001, Section 1257 to change bond issuance from mandatory to permissive ("may" instead of "shall") for county commissioners after the 30-day assessment payment period.

Amends 19 O.S. 2001, Section 1250 to remove county clerk bonding requirement and Section 1258 to require payment to contractor in money within 60 days after assessment payment due dates; effective November 1, 2010.
