Creates the "Firearms Freedom Act" declaring that firearms, firearm accessories, and ammunition manufactured and retained within Oklahoma borders are exempt from federal regulation under the interstate commerce clause.

Requires firearms manufactured or sold in Oklahoma under this act to be clearly stamped with "Made in Oklahoma" on a central metallic part such as the receiver or frame.

Exempts the act's provisions from applying to non-portable firearms, firearms with bore diameter greater than 1.5 inches using smokeless powder, exploding projectile ammunition, or firearms discharging multiple primers with one trigger activation.

Directs the Oklahoma Department of Commerce to collaborate with an Oklahoma institution of higher education offering a gunsmith curriculum to develop strategies attracting firearms manufacturers to the state.

Becomes effective November 1, 2010, and applies to firearms, accessories, and ammunition manufactured and retained in Oklahoma after that date.
