Authorizes the Oklahoma Department of Corrections to establish pilot programs funded by private donations and state funds for nonviolent offenders and inmates who are primary caregivers to minor children.

Pilot diversion program shall identify nonviolent offenders who are primary caregivers of minor children at risk of incarceration and develop community-based services including comprehensive and gender-specific programming.

Pilot reentry program shall identify nonviolent inmates with minor children, develop gender-specific reentry plans, modify existing services, and create new programs focused on parenting, life skills, family supports, and employment.

Requires the Department of Corrections to develop partnerships with communities to provide support services and employment opportunities for inmates who will be primary caregivers after release.

Became effective November 1, 2010.
