HB 3028 - Oklahoma Energy Security Act

• Establishes a renewable energy standard goal of 15% of installed electricity generation capacity from renewable sources by 2015, including wind, solar, hydropower, biomass, geothermal, hydrogen, and photovoltaic sources.

• Sets a natural gas energy standard designating natural gas as the preferred fuel for new fossil fuel electric generation facilities from January 1, 2011 through January 1, 2020.

• Permits energy efficiency and demand-side management measures to count toward the renewable energy standard, but limits their contribution to no more than 25% of the overall 15% target.

• Directs the Legislature and Corporation Commission to work with Southwest Power Pool to develop a transmission grid expansion plan through 2020, with progress reports due January 1, 2014, January 1, 2017, and January 1, 2020.

• Establishes a goal of at least one public compressed natural gas (CNG) fueling station approximately every 100 miles along interstate highways by 2015, increasing to every 50 miles by 2025.
