Prohibits withdrawal or denial of accreditation and financial penalties against school districts for failing to meet media program standards during fiscal years ending June 30, 2011 and June 30, 2012.

Exempts school districts from forming, convening, or participating in advisory councils and committees during fiscal years ending June 30, 2011 and June 30, 2012, except where required by federal law.

Allows school districts to elect not to adopt professional development programs during fiscal years ending June 30, 2011 and June 30, 2012, and to expend those allocated funds for any district support purpose.

Suspends the Education Leadership Oklahoma program's acceptance of applications, scholarship awards, and application fee payments from June 30, 2010 through June 30, 2012, with limited exceptions for previously selected teachers.

Suspends state textbook adoption cycles and allows school districts to expend textbook allocations for any district support purpose during fiscal years ending June 30, 2011 and June 30, 2012.
