Creates the Municipal Fiscal Impact Act, codified as Section 17-301 of Title 11 of the Oklahoma Statutes, requiring fiscal impact statements for bills with potential direct adverse effects on municipalities.

Defines "direct adverse fiscal impact" as costs to municipalities imposing mandates for new or additional municipal resources or reducing existing resources without full funding, including law enforcement, fire protection, health services, utilities, infrastructure, and recreation.

Requires legislative committee chairs to request fiscal impact statements for bills or amendments with direct adverse fiscal impact, notify bill authors of determinations, and make statements available to authors, committee members, and requesters.

Prohibits bills or resolutions with direct adverse fiscal impact exceeding $100,000 statewide from being reported out of committee or acted upon as floor amendments without a completed fiscal impact statement.

Delays implementation until July 1 of the following calendar year for bills with direct adverse fiscal impact exceeding $100,000 statewide that lack required emergency clause approval under Oklahoma Constitution Article V, Section 58; effective November 1, 2010.
