Requires private offices, freestanding outpatient clinics, and other facilities performing abortions (except to prevent death of pregnant person) to post a conspicuous sign with specific wording informing patients that no one can force them to have an abortion and that consent is required.

Mandates the sign be printed in at least three-quarters-of-an-inch boldfaced type and posted in patient waiting rooms, consultation rooms, or admission areas depending on facility type.

Establishes a $10,000 administrative fine for knowing, reckless, or negligent failure to post the required sign, with each day an abortion is performed without the sign posted constituting a separate violation.

Allows civil actions by injured individuals to recover damages for emotional distress and other damages if the facility fails to post the required sign.

Requires physicians to orally inform minor patients that no one can force them to have an abortion and that they must provide freely given, voluntary, and informed consent, with written certification required from the minor prior to the procedure.
