HB 3076 Summary

• Amends 21 O.S. 2001, Section 1029 to add an affirmative defense for prostitution charges when a person was forced through threats, physical harm, restraint, legal intimidation, document confiscation, or perceived threats to physical well-being.

• Expands 21 O.S. 2001, Section 1081 pandering statute from a single prohibited act to eight specific enumerated offenses including procuring persons for prostitution, using coercion to induce prostitution, and threatening family members to force prostitution.

• Increases penalties for pandering convictions to 2-20 years imprisonment and fines ranging from $1,000-$3,000 for first offense, $3,000-$6,000 for second, and $6,000-$9,000 for third or subsequent convictions.

• Effective November 1, 2010.
